About this opportunity
The Department of Veterans Affairs, Veterans Integrated Service Network (VISN) 23, has published a Justification and Approval for Limiting Sources special notice for upgrade services related to Ophthalmology and Optometry instruments. This sole source procurement, with an estimated total value of $422,895.00, was posted on April 22, 2026, with a due date of April 30, 2026. The contracting activity is the VA Central Iowa Health Care System located in Des Moines, Iowa. The procurement falls under NAICS code 541519 (Other Computer Related Services) and PSC code J065 (Maintenance/Repair/Rebuild of Equipment). This special notice represents a restricted competition procurement justified under FAR 12.201-1 simplified procedures for certain commercial items.
The objective of this procurement is to upgrade the software and hardware of installed eye imaging instruments across the VISN to maintain compatibility with the Carl Zeiss FORUM PACS middleware and the Federal Electronic Health Record system. The upgrades are necessary due to end-of-life status of the current software provided by Microsoft, with the OEM deadline driving the urgency of completing this work. Competition has been restricted to a single responsible source under the authority of 41 U.S.C. 1901, as no other supplies or services will satisfy the agency's specific needs. The upgrades will ensure network security for VA personnel and patients while extending the operational life of the existing instruments and maintaining system compatibility. Contractors must meet the deadline of April 30, 2026, and demonstrate capability in supporting the specific technical requirements related to eye imaging modalities and healthcare IT infrastructure integration.
