About this opportunity

The Federal Emergency Management Agency (FEMA) has issued a Limited / Sole Source Justification Notice to extend two existing Indefinite Delivery, Indefinite Quantity (IDIQ) Housing Inspection Services (HIS) contracts with WSP USA Services, Inc. and Vanguard Inspection Services for 150 additional days, from April 1, 2025 through August 28, 2025. The extension is critical for FEMA's Individual Housing and Household Program (IHP), maintaining a year-round cadre of approximately 5,000 trained inspectors who can conduct housing damage inspections within 24 hours of contract award in disaster-declared areas. The justification stems from protests filed against follow-on competitive contracts, which halted new contract performance, and FEMA's determination that its in-house inspector capabilities are insufficient to meet large-scale disaster response needs. No specific award value was disclosed, but the zero-dollar modification ensures continuous support of critical mission requirements until competitive follow-on contracts can be established and transitioned. The extension prevents service disruption while FEMA works to re-evaluate and re-award competitive follow-on contracts for housing inspection services.
