About this opportunity

The U.S. Army Corps of Engineers, Rock Island District, intends to increase capacity under existing contract W912EK22D0004 (awarded November 10, 2021) on a sole-source basis to ECC Constructors LLC for disaster debris management and recovery services in the Pacific Ocean Division region, on the basis of unusual and compelling urgency.

The capacity increase is necessary to address urgent requirements resulting from Super Typhoon Sinlaku, a Category 5-equivalent storm that struck the Commonwealth of the Northern Mariana Islands on April 14–15, 2026. A Presidential major disaster declaration (FEMA-4910-DR) was issued on April 23, 2026. The Government requires completion within 90 days from the disaster declaration date to mitigate threats to public safety, health, and infrastructure. Normal competitive procedures would cause unacceptable delays incompatible with this urgent mission timeline. ECC Constructors LLC's proven performance history, pre-established environmental compliance protocols, pre-negotiated pricing, and rapid mobilization capability uniquely position it to execute the work within the compressed timeframe.

Required services include household hazardous waste separation, containment, removal and offshore disposal; damaged transformer removal, testing, remediation, containment and offshore disposal; right-of-way debris removal; site management and environmental compliance; and logistical support. Place of performance encompasses the POD region: Alaska, Hawaii, the Northern Mariana Islands, American Samoa, Guam, and other U.S. outlying areas within the POD. The justification cites Title 10 U.S.C. 3204(a)(2) as implemented by FAR 6.302-2, Unusual and Compelling Urgency. Funding flows through the Disaster Relief Fund to support FEMA mission assignments.
