About this opportunity

The Library of Congress has issued a Special Notice for a sole source contract to provide maintenance and support services for the Digital Video System (DVS) Clipster Gen6 equipment at the National Audio Video Conservation Center (NAVCC) production facility. The Library intends to award the contract on a sole source basis due to the manufacturer, DVS c/o DVS/Rohde & Schwarz, having exclusive licensing and control over the proprietary software required to maintain the equipment.

The purpose of this contract is to ensure the Clipster Gen6 equipment is kept in good working condition per the manufacturer's specifications through maintenance, servicing, and/or repair. The estimated contract value is up to $250,000 with a period of performance from January 31, 2025 through January 30, 2027. The Library plans to monitor industry developments to determine if any other vendors become authorized by the manufacturer to provide this maintenance in the future, at which point they will pursue full and open competition for subsequent contracts.
