About this opportunity

The Air Force Test Center at Edwards AFB, California is procuring five Juniper Systems Mesa 4 RFID Handheld Readers (Part Number MS4-CFG) through a combined synopsis/solicitation under solicitation number ACQ-25-H39. The devices must meet stringent specifications including Windows 11 operating system, 128GB SSD, 8GB RAM, North America High-Power RFID reader with integrated barcode scanner, no camera capabilities, and permanently disabled Wi-Fi and Bluetooth functions per Air Force cybersecurity policy. This is a brand name procurement with no substitutions permitted, as market research confirmed that only this specific Juniper Systems device meets the Air Force's unique operational requirements for system compatibility, wireless disablement, ruggedization, and mission system integration. The procurement is structured as a Request for Quote (RFQ) for commercial products under FAR Subpart 12.6, with vendors required to prove authorized Juniper Systems reseller status. Quotes are due by August 21, 2025, just three days after the posting date of August 18, 2025.

This procurement is designated as a 100% Small Business set-aside under NAICS code 334118 (Computer Terminal and Other Computer Peripheral Equipment Manufacturing) with a size standard of 1,000 employees. The requirement stems from the 412th Range Squadron's need to replace existing Juniper Mesa 2 RFID handheld readers due to mandatory Windows 11 security upgrades and functional degradation of current equipment. The five units must be delivered FOB Destination to Edwards AFB, California, and include OEM warranty coverage along with protective orange bumpers for ruggedization. Previous attempts to identify alternative sources through RFQs on NASA SEWP and GSA eBuy received no quotes due to vendor authorization limitations, supporting the single source justification. The devices will support critical mission operations while maintaining strict Air Force security standards through the permanent disablement of wireless communication capabilities.
