Update #2 · Latest ·

The incumbent contractor implementing current USAID/BiH Justice Project is the Millennium DPI Partners, LLC. The Judiciary Against Corruption Activity (JACA) is not a follow on to the current project but a new programmatic requirement.

Update #1 ·

The United States Government represented by the U.S. Agency for International Development (USAID) anticipates issuance of a Request for Proposal (RFP) for technical assistance services to implement a five year USAID/BiH Judiciary Against Corruption Activity (JACA). This procurement is classified as Total Small Business set-aside in accordance with Part 19 of the Federal Acquisition Regulation (FAR).

The goal of USAID's Judiciary Against Corruption Activity (JACA) is to support more effective, independent and accountable justice actors, and the purpose is to strengthen selected justice sector institutions to combat corruption, economic and organized crime.

Two main components of the activity are:

- Processing and adjudicating of the most complex high-profile corruption and organized crime cases in selected POs and courts improved, and

- Corrupt behavior in the BiH justice sector prevented.

The draft Statement of Objectives (SOO) is released for informational purposes only, with the sole purpose of providing interested offerors the opportunity to familiarize themselves with the SOO. No comments on the SOO will be taken at this time.

USAID will issue an RFP around November 20, 2018. Please do not consider this pre-solicitation announcement as an RFP and do not submit your proposals until the formal RFP is released. Award of this activity shall be made subject to the availability of funds.

This notice does not obligate USAID to release a solicitation or award a contract nor does it commit the Government to pay for costs incurred in the preparation and submission of a proposal. In addition, final award cannot be made until funds have been fully appropriated, allocated, and committed and internal USAID procedures have been completed. This notice satisfies the synopsis requirement of FAR 5.203(a).

Thank you for your interest in this USAID initiative.
