About this opportunity

The Mission and Installation Contracting Command (MICC) at Fort Sam Houston is seeking to sole-source a contract with the Robotics Education & Competition Foundation for registration fees supporting 138 Junior Reserve Officers' Training Corps (JROTC) Teams participating in the VEX V5 Robotic Competition. The competition will take place from May 9-11, 2025, at the Kay Bailey Hutchison Convention Center in Dallas, TX, with teams designing, building, and programming robots for the 2024-2025 "High Stakes" competition. Potential contractors must submit responses by March 24, 2025, at 9:00 AM Eastern Time to Kristy Mattingly via email, including company details, a statement of interest, contractor capabilities, CAGE/DUNS numbers, and point of contact information. The government will evaluate responses to determine if alternative competition would be advantageous, with no competitive solicitation expected if no compelling responses are received. Interested parties must provide clear and convincing evidence to challenge the sole-source approach by the specified deadline.

The pre-solicitation notice indicates no specific set-aside designation for this procurement, with the contract targeted specifically for the Robotics Education & Competition Foundation. The registration fee is being funded directly by the Army JROTC Directorate, with a registration deadline of March 31, 2025, at 12:00 EDT. Teams will consist of 4-10 members competing across multiple categories including middle school, JROTC, and college levels. While no specific contract value is explicitly stated, the procurement covers registration fees for 138 JROTC teams participating in the robotics competition. The entire procurement process is being managed through the Department of the Army Materiel Command's Mission and Installation Contracting Command, with a narrow focus on supporting educational robotics competition participation.
