About this opportunity

The Kentucky Army National Guard has published a Special Notice announcing its intent to issue a brand name/sole source procurement for JPS interoperability radio equipment. The procurement is set aside for small businesses and involves acquiring RSP-Z2 Dual Channel Top Level Interoperability devices, Z-Series Controllers, and MCC-4 and MCC-8 Multi-Channel Desktop Consoles from JPS Interoperability Solutions, LLC. The equipment represents approximately $3 million in infrastructure investment and is valued under NAICS code 334220 for Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing. The notice was posted on June 25, 2025, with responses due by July 8, 2025. This procurement will be conducted under FAR Part 13 Simplified Acquisition Procedures as a firm-fixed price purchase order.

The purpose of this procurement is to acquire specialized radio equipment that will seamlessly integrate with Kentucky's existing DMARCS system across 13 areas, enabling critical interoperability between multiple agencies including Kentucky State Police, Transportation Cabinet, local fire and rescue, and the Kentucky National Guard. Vendors who believe they can meet the government's requirements may submit capability statements for consideration, though the government reserves discretion in determining whether to open the requirement to competition. Key requirements include that vendors must be registered in the System for Award Management (SAM) database, serve as JPS Authorized Distributors/Resellers, and ensure all equipment is TAA compliant with country of origin documentation provided. The procurement specifically prohibits substitutions and requires all items to be covered under the manufacturer's warranty, with the justification citing DoD Instruction 8330.01 to support the sole-source approach due to network security requirements and integration complexities.
