About this opportunity
Air Mobility Command is preparing a sources-sought notice to identify vendors for an on-site Ubiquitous Technical Surveillance Vehicle Tradecraft Course at the Personnel Recovery Academy, with a response deadline of July 28, 2026. The notice indicates MotionSafe is the only known commercial source capable of delivering the required curriculum, signaling a likely sole-source direction pending the resultant full solicitation.
The course will train 12–20 instructional cadre at the Personnel Recovery Academy in Spokane, Washington (11604 W Newkirk Rd, Fairchild Air Force Base) from September 20 through December 3, 2026, Monday through Friday, 0700–1630 hours, excluding federal holidays. Instruction will cover vehicular digital vulnerability assessment, signature management and non-attribution tactics, technical evasion and inspection tradecraft for detecting and safely disabling unauthorized vehicle tracking devices, and scenario-based hands-on field exercises.
The contractor shall provide all instructional materials, specialized vehicle-system demonstration aids, and technical equipment for classroom and field-based practical applications. All contractor personnel must pass background checks and provide full name, date of birth, social security number, and driver's license information for Fairchild Air Force Base installation access.
The requirement falls under NAICS 611699 (All Other Miscellaneous Schools and Instruction) with a $16.50 million size standard. Responses should not exceed five pages and must include vendor capability statements. All interested parties must register with SAM and respond separately to the formal solicitation; this sources sought is informational and does not constitute a commitment or solicitation.
