About this opportunity

The United States Coast Guard is conducting market research on JP-5 fuel removal and recovery services from a mishap site at Harbor Mountain, Sitka, Alaska, with responses due by 10:00 a.m. PST on August 21, 2026. This is a sources-sought notice and request for information only; no competitive solicitation or contract award is imminent.

The project involves removing and disposing of approximately 637 gallons of JP-5 aviation fuel from three damaged fuel cells of a downed MH-60T aircraft (CG6002). The left main fuel cell contains 260 gallons and is accessible but requires stabilization on a downhill slope. The right main fuel cell, also holding 260 gallons, is located within the damaged fuselage and requires controlled access using non-sparking tools. The left auxiliary tank contains 117 gallons and is positioned near a steep ravine. The right auxiliary tank is believed empty.

Place of performance is atop Harbor Mountain, 0.25 miles from the nearest road access. The site presents severe logistical constraints: 40- to 60-degree slopes, dense forest, wet terrain, existing access paths only 1–2 feet wide, significant fall hazards, no vehicle access, and limited staging areas. The contractor must address fuel cell stabilization, spill prevention and containment, personnel fall protection, and appropriate personal protective equipment for JP-5 exposure.

The Coast Guard has not prescribed a required method and encourages contractor-developed alternatives, including ground-based operations, aviation-supported operations, or hybrid approaches. Respondents must submit capability statements addressing technical approach, relevant experience, proposed access and stabilization methods, equipment requirements, Government support needs, estimated timelines, and identified risks. NAICS code is 562910 (Remediation Services). Interested vendors must register in SAM.gov and provide documentation of at least three relevant contracts completed or ongoing within the last three years.
