About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking technical and engineering support services for the Joint Theater Level Simulation-Global Operations (JTLS-GO) application through a Request for Information (RFI) for a Cost-Plus-Fixed-Fee contract. The primary objective is to support the Joint Staff's J7 Deputy Director Joint Training in maintaining and developing an interactive, internet-enabled multi-sided simulation designed for military training, analysis, and contingency planning. Contractors must possess a TS-SCI security clearance and demonstrate capability to support JTLS-GO software data rights. The government is requesting a 3-page capability summary from interested parties, including company details, personnel qualifications, and past performance references. Responses are due by 5 PM EST on April 28, 2025, and must be emailed to Martyn Piggott, with the government particularly interested in responses from small businesses including 8(a), HUB-Zone, and Service-Disabled Veteran-Owned Small Business (SDVOSB) firms.

The contract will have a one-year base period from September 1, 2025 to August 31, 2026, with two potential one-year option periods, and is anticipated to be awarded under NAICS code 541330 for Engineering Services. The total estimated level of effort is 85,560 hours, with 72,000 hours allocated for Senior Engineers and the remainder for Program Managers, Technical Writers, System Administrators, and other technical positions. The current contract with Valkyrie Enterprises runs from September 30, 2022 to September 29, 2025, with the new contract expected to commence by September 30, 2025. Approximately 10% of work will be unclassified, 70% will require Secret clearance, and 20% will require TS/SCI clearances. The contract emphasizes developing advanced capabilities such as machine learning/AI for wargaming, automated operational order generation, and extended simulation scenarios, with work primarily to be performed in California and Virginia.
