About this opportunity

The Department of the Navy Naval Air Systems Command intends to issue a modification to an existing F-35 Follow on Modernization Block 4 Planning & Systems Engineering Phase II contract to complete technical and programmatic planning, documentation, and design activities for the integration of Joint Strike Missile capability for F-35A Partner and Foreign Military Sales countries. This sole-source procurement is being pursued under 10 U.S.C. 2304(c)(1) and FAR 6.302-1, which permits non-competitive contracting when only one responsible source can satisfy agency requirements. The government requires that the contractor possess exclusive expertise in F-35 aircraft integration, proprietary technical documentation, specialized software and algorithms, and the technical capabilities necessary to meet the compressed acquisition timeline. While this is not a competitive solicitation, the government will consider any capability statements, proposals, or quotations received within fifteen days of the February 24, 2026 publication date. Interested parties should note that all F-35 Joint Program Office data is export controlled and restricted from foreign access.

This procurement carries no small business set-aside designation. Lockheed Martin Aeronautics Company is identified as the sole responsible source and current incumbent, being the exclusive designer, developer, manufacturer, and integrator of the F-35 aircraft and related equipment. The notice does not disclose a specific award value or budget range for this modification effort. Subcontracting opportunities may be available through Lockheed Martin, with inquiries directed to Sean Lightcap at (817) 584-1276. The government emphasizes that this notice does not constitute a commitment to issue a solicitation or make an award, and interested parties should not incur costs in anticipation of contract award. The modification represents continued evolution of F-35 capabilities within the Block 4 modernization initiative.
