About this opportunity

The Department of the Air Force Materiel Command Aeronautical Systems Center is seeking a contractor to provide Contractor Logistics Support (CLS) and operations and sustainment services for the Joint Simulation Environment (JSE) program, a software acquisition program originally developed by the Navy for F-35 testing and now an Air Force program of record. The JSE program creates a digital test and training range for 4th, 5th, and 6th generation aircraft, and the contractor will manage training and product support at Joint Integrated Test and Training Centers (JITTCs) located at Nellis AFB, Nevada and Joint Base Elmendorf-Richardson, Alaska, with potential for future expansion. Key contract requirements include program management and systems engineering, training systems support, instructional services, interoperability management, and qualification and testing; the contractor must maintain a valid Secret Facility Clearance and comply with NISPOM and DoD security requirements while supporting systems handling Secret/Collateral, TS/SCI, and SAP level information. The contractor will be responsible for all JITTC operations including contract transition, technical integration of multiple training systems from various original equipment manufacturers, IT systems administration, COTS license management, logistics and supply support, cybersecurity compliance, and operations of simulator platforms such as F-35, F-22, F-15, F-16, B-52, and Virtual Air Threat Systems. The response deadline for this Request for Information and Capability Assessment was extended to April 17, 2026 to accommodate late vendor question responses, and responses are limited to ten 8.5"x11" pages.

This pre-solicitation notice does not utilize a set-aside designation, though the government will consider a Small Business Set-Aside if two or more small business contractors can perform at least 50% of the effort. No incumbent contractor or current contract award value is identified in this pre-solicitation phase. The anticipated contract commencement date is the fourth quarter of calendar year 2027, with a 1-year base period followed by four 1-year option periods. The contract will utilize a mix of pricing mechanisms, including Firm Fixed Price CLINs for transition and operations and support, Fixed Price Incentive Firm CLINs for maintaining 95% operational availability, and Cost Reimbursable CLINs for travel and studies. The facilities will house multiple training systems supported by commercial off-the-shelf components, server farms, and complex audio/visual systems for mission briefings, all operating on secure networks.
