The procurement involves acquiring 5 Joint Service ELECT Combat SYS Testers and 3 TPIH Accessory Sets, with specific allocations for Japan (4 JSECST and 2 TPIH sets) and France (1 JSECST and 1 TPIH set). These items are designed to verify operational status and diagnose malfunctions of aircraft-installed electronic combat systems, including antennas, lines, RADOMES, cockpit displays, and communication buses. The government is requesting detailed information from potential vendors, including company descriptions, manufacturing capabilities, relevant manufacturing history, and quality assurance systems. Interested parties must submit written responses electronically to Desiree Pendleton by March 21, 2025, with the understanding that this is a Request for Information (RFI) and does not constitute a formal solicitation.

The pre-solicitation notice indicates no specific set-aside for this procurement, and the potential award is being conducted under two FMS cases: JA-P-CVL for Japan and FR-P-GXM for France. The Naval Air Warfare Center explicitly states that they currently do not possess the technical data required for a competitive procurement, which makes this RFI crucial for future acquisition planning. Respondents are advised that the Navy will not be responsible for any costs incurred in preparing responses and that submitted information will be used solely for planning purposes. While no specific budget range is mentioned, the procurement involves precise electronic testing equipment with strict technical requirements. Proprietary information submitted must be clearly marked and will be safeguarded according to Navy regulations. Potential vendors are encouraged to monitor the BetaSam website for future solicitation details, with the understanding that responding to this RFI does not guarantee participation in subsequent Request for Proposal (RFP) or Request for Quotation (RFQ) processes.
