About this opportunity

NASA Goddard Space Center issued a Special Notice on October 6, 2026 announcing its intent to exercise Option 1 under four existing Joint Polar Satellite System (JPSS) contracts (OMPS, VIIRS, CrIS, and ATMS) by October 21, 2026. The Government will issue unilateral contract modifications to require each instrument vendor to provide long-term storage support for JPSS-3 Spacecraft hardware, with a target launch date of September 1, 2028. This is not a competitive procurement. However, all responsible sources may submit a capability statement, proposal, or quotation for the agency's consideration in determining whether to conduct a competitive procurement. Submissions must include sufficient detail demonstrating the vendor's ability to fulfill the requirement, descriptions of past experience on same or similar work, and references. Verbal communications are not acceptable. The agency retains sole discretion to decide whether to compete this requirement on a full and open basis.

Notice text

In accordance with contract clauses FAR 52.217-9, "Option to Extend the Term of the Contract," and GSFC 52.217-90, "Option to Extend"; this special announcement provides notice of the Government's intent to exercise Option 1 under the following Joint Polar Satellite System (JPSS) Contracts:

NNG10XA01C – Ozone Mapping Profiler Suite (OMPS)
NNG10XA05C – Visible Infrared Imaging Radiometer Suite (VIIRS)
NNG10XA06C – Cross-Track Infrared Sounder (CrIS)
NNG11XA04C – Advanced Technology Microwave Sounder (ATMS)

Option 1 Description: For each instrument integrated onto the JPSS-3 Spacecraft, the vendor must provide Long-Term Storage to support a JPSS-3 Spacecraft launch date of September 1, 2028.

The Government intends to issue a unilateral contract modification to exercise these options in accordance with the terms and conditions of the existing contracts.

This notice is not a request for competitive quotes or proposals.  A solicitation will not be issued.  However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.  The information submitted must be provided in sufficient detail to demonstrate the vendor’s ability to fulfill this requirement.  The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each.

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.  A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.  Verbal communications are not acceptable in response to this notice.
