About this opportunity

Summary of JPES & JCRM Software Sustainment Services Procurement

The Defense Information Systems Agency (DISA) is consolidating three existing contracts into a single task order to provide sustainment support for Joint Planning and Execution Services (JPES) and Joint Capabilities Requirements Manager (JCRM). JPES is a modernized replacement for the Joint Operation Planning and Execution System (JOPES) used to manage mobilization, deployment, employment, and sustainment activities for joint operations and exercises. JCRM converts operational plans from JPES into orders for Department of Defense authorization.

The consolidation merges requirements currently executed under three separate contracts: Task Order 47QTCA15D001Q/HC104725F4032 ($10.8 million, incumbent InterImage Inc., Woman-Owned Small Business), Contract HC104725C4001 ($3.2 million, incumbent Trillion Technology Solutions Inc., 8(a) Small Disadvantaged Business), and Contract HC104720D2045 ($85 million ceiling, incumbent ERP International, large business). The new procurement will be structured as a Firm Fixed Price task order under a GSA Multiple Award Schedule set-aside for small businesses, with a base performance period from January 4, 2027, through January 3, 2028, and four optional one-year renewal periods extending through January 3, 2032.

The consolidation justification emphasizes substantial cost savings through reduced administrative overhead (estimated 6-8 full-time equivalents annually), improved operational efficiency, enhanced service continuity, standardized contract terms, and better proactive problem identification. Market research identified 24 capable small businesses from 38 Sources Sought Notice responses, supporting the determination that small business competition remains viable despite consolidation. The government will exercise six-month FAR extensions on existing contracts through February 21, 2027, and issue a bridge contract to ensure uninterrupted support during the transition from development to steady-state sustainment operations.

Notice text

This procurement is intended to provide sustainment
support for JPES and JCRM and optimize efficiencies of the mission by consolidating three
contracts/orders into a singular task order. JPES, which has been recently modernized and
will reach Full Operational Capability (FOC) in second quarter of the Calendar Year 2026,
replaces the Joint Operation Planning and Execution System (JOPES), which is used to
monitor, plan, and execute mobilization, deployment, employment, and sustainment activities
associated with joint operations and exercises. JCRM is a tool that takes operational plans
entered into JOPES/JPES and creates orders for those plans, which in turn are sent to the
Secretary of the Department of Defense (DoD) for authorization. The JPES & JCRM
Software Sustainment Services procurement is a new requirement; however, portions of this
new requirement are currently being executed under the following:

Contract #1: Task Order Number: 47QTCA15D001Q / HC104725F4032
Contract #2: Contract Number: HC104725C4001
Contract #3: Contract Number: HC104720D2045

See Attached Consolidation Determination and Findings for more information. This notification is related to Sources Sought Notice (SSN) 622572376.

Awarded contract PRE-AWARD-622572376 to unknown vendor for unknown amount on 2026-12-30.
