About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Sam Houston is preparing to solicit packing and crating services for the Joint Personal Property Shipping Office Mid-Atlantic with a response deadline of June 22, 2026; the procurement carries a Total Small Business set-aside and includes a concurrent Sources Sought Notice indicating sole-source intent to District Moving Companies, Inc. under the authority of 10 U.S.C. 2304(c)(1) citing only one responsible source.
JPPSOMA manages containerization and local drayage for Direct Procurement Method personal property shipments across Maryland, Virginia, the District of Columbia, 40 counties, and 10 independent cities—a 35,000-square-mile Area of Responsibility. The office processes over 55,000 shipments annually, including approximately 18,333 under DPM. The Sources Sought filing indicates performance requirements include pre-move surveys, weighing using certified scales, packing and containerization, appliance servicing, vehicle maintenance, storage, cargo insurance with minimum $50,000 coverage per shipment, and delivery with unloading, unpacking, furniture assembly, and placement. Contractors must maintain a Quality Control Plan and comply with a Quality Assurance Surveillance Plan, with performance thresholds requiring 100 percent quality on most tasks and defect rates not exceeding 1–2 percent monthly for specific services.
The contract is structured as a Best Value award with a one-year base period (July 1, 2024 through July 1, 2025) and four optional 12-month extensions through July 1, 2029. The estimated workload for Schedule III Area 2 (Intra-City Moves within Maryland and DC) is 700 shipments in the base year and 3,500 over the full five-year period.
NAICS 488991; PSC V003.
