About this opportunity
The Naval Air Systems Command (NAVAIR) is seeking a contract modification for the Transition to Production (TTP) of the Joint Multiple Effects Warhead System (JMEWS), focusing on test readiness, design, integration, testing, evaluation, and hardware production requirements. The procurement supports continued development of Ground Launch Flight Tests (GLFT), Production Readiness Review (PRR), and Manufacturing Readiness Level (MRL) hardware for integration into Tactical Tomahawk (TACTOM) missiles. NAVAIR intends to award this contract to Raytheon Company, which has been the sole developer of the Tomahawk Land Attack Missile since 1994. The government will consider all responsible sources that submit a capability statement, though they are specifically targeting Raytheon due to their unique technical expertise and control of missile configuration data. The pre-solicitation notice was posted on April 21, 2025, with responses due by May 5, 2025, and interested parties can submit capability statements via email to Shondra Stoner.
The contract is not set aside for any specific business category, and Raytheon is positioned as the sole source contractor due to their exclusive control of export-controlled Tomahawk missile technical data. The anticipated period of performance is 18 months from contract award, with a focus on recertification and Low-Rate Initial Production (LRIP). While specific contract value is not disclosed, the modification relates to the existing Contract N00019-19-C-0004 and involves critical missile system development. The procurement falls under NAICS category 336414 for Guided Missile and Space Vehicle Manufacturing, with a Product Service Code (PSC) of 1410 for Guided Missiles. Small businesses interested in potential subcontracting opportunities can contact Jarrod Winters at Raytheon for more information, with the point of contact number being (520) 777-2697.
Notice text
Naval Air Systems Command (NAVAIR) intends to award and negotiate a modification to Contract N00019-19-C-0004 for Transition to Production (TTP) that addresses test readiness, design, integration, testing, evaluation, and hardware production requirements in continued support of Joint Multi Effects Warhead System (JMEWS) hardware and Engineering and Manufacturing Development (EMD). This tasking continues Ground Launch Flight Tests (GLFT), Production Readiness Review (PRR), and development of Manufacturing Readiness Level (MRL) hardware as required for JMEWs integration into Tactical Tomahawk (TACTOM) JMEWs, Recertification, and Low-Rate Initial Production (LRIP) Production readiness. The anticipated period of performance (PoP) is 18 months from contract award. NAVAIR intends to award this effort to Raytheon Company (Raytheon), P.O. Box 11337, Tucson, AZ 85734-1337 (Point of Contact for Small Businesses interested in subcontracting- Jarrod Winters at (520) 777-2697 or jarrord.winters@rtx.com).
Since 1994, Raytheon has been the sole developer, designer, and manufacturer for the Tomahawk Land Attack Missile. Raytheon solely possesses the current configuration and manufacturing data for the Tomahawk Block IV and Block V AUR missile and is the only source capable of performing the required integration and testing. Raytheon maintains and controls both the Level Ill technical data package (TDP) and the manufacturing documentation for the Block IV and Block V AUR. Because a detailed knowledge and expertise of the Tomahawk Block IV and Block V AUR missile is required to conduct tasking under this contract modification, Raytheon is the only known source capable of accomplishing this requirement in the required timeframe and without duplication of costs. The data associated with the Tomahawk missile is export controlled and is not available to foreign sources or representatives. All responsible sources may submit a response which, if timely received, must be considered by the agency. This is not a request for proposals. The data associated with the Tomahawk missile is export controlled and is not available to foreign sources or representatives.
NOTE: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. All responsible sources may submit a capability statement, which shall be considered by the Navy. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The data associated with the Tomahawk Missile is export controlled and is not available to foreign sources or representatives. Responses to this notice can be sent via email directly to Shondra Stoner at shondra.l.stoner.civ@us.navy.mil
