About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Hill Air Force Base has awarded contract FA823226CB011 to General Electric Aerospace on a sole-source basis for the Joint Electronic Data Acquisition Interface (JEDAI) Line Replaceable Unit, a Crash Survivable Flight Data Recorder replacement for USAF F-16C/D Block 30/32/40/42/50/52 aircraft, with total estimated value in the $10 million to $100 million range.
The justification rests on three primary rationales. First, GE Aerospace maintains exclusive control over proprietary Type 2/3/4/5 data formats required for memory management and aircraft structural safety; the company refuses to sell data rights and will not provide technical data packages, specifications, or manufacturing methods, creating an insurmountable government technical data rights constraint. Second, the F-16 crash survivability standard requires 200G impact shock survivability—a requirement commercial off-the-shelf recorders cannot meet. Qualifying an alternate source would necessitate extensive re-qualification, cost duplication, and an eight-year fielding delay across 800+ fielded units spanning 16 possible aircraft configurations. A COTS system was evaluated and rejected due to inability to meet Size, Weight, and Power constraints, security and information assurance deficiencies, and non-compliance with acoustic beacon specifications. A second interested party demonstrated fundamental misalignment with aerospace hardware engineering requirements.
The contract is structured as a Cost-Plus-Fixed-Fee Indefinite Delivery, Indefinite Quantity vehicle funded through Consolidated Sustainment Activity Group Working Capital Funds across Fiscal Years FY26-FY31. Work comprises three tasks: CSFDR Redesign with Critical Design Review and Production Readiness Review; Test Asset & Integration Units with testing support; and Production Stand Up. Market research included two Sources Sought postings (June 2021, April 2025) and an RFP sent June 26, 2025. A follow-on production contract will be issued by the 422 SCMG as part of an Improved Item Replacement Program approval plan. Legal Review was completed June 17, 2026.
