About this opportunity
The U.S. Army Corps of Engineers, Pittsburgh District, is seeking landscaping services for vegetation and debris control at the Johnstown Local Protection Project in Johnstown, Pennsylvania. The solicitation involves removing vegetation growing on shoals at the bottom of a 9.2-mile concrete-lined channel system along the Stonycreek, Little Conemaugh, and Conemaugh Rivers, as well as clearing vegetation from joints and weepholes on channel walls and removing trash and woody debris. The work area is divided into six units, and contractors must maintain active registrations in both the System for Award Management (SAM) and the Procurement Integrated Enterprise Environment (PIEE) with the PROPOSAL MANAGER Role to be eligible to submit quotes. The solicitation was posted on July 11, 2025, with quotes due by August 12, 2025, following three amendments that updated wage determinations, extended question periods, revised the Performance Work Statement, and extended the quote due date. The procurement falls under NAICS code 561730 - Landscaping Services.
This acquisition is 100% set aside for small businesses under the Total Small Business designation, encouraging all responsible small business quoters to participate. The contract structure is an Indefinite-Quantity Requirements Contract with a five-year ordering period, utilizing a Firm-Fixed Price arrangement. No incumbent contractors or specific award values are mentioned in the solicitation notice. The ongoing maintenance challenges stem from shoaling at the channel bottom and vegetation growth on walls that have persisted since the project's original construction, requiring systematic vegetation management across the entire 9.2-mile channel system. All work will be performed at the Johnstown Local Protection Project site in Johnstown, Cambria County, Pennsylvania.
