About this opportunity
NASA's Johnson Space Center (JSC) is seeking to replace its current commercial-off-the-shelf (COTS) Electronic Health Record (EHR) system with a new COTS EHR solution through a Request for Information (RFI). The Human Health & Performance Directorate aims to support spaceflight health management by implementing a new system that can collect, process, store, and disseminate human subject health-related information. The current EHR is primarily installed on-premises at Johnson Space Center in Houston, Texas, with limited cloud-based test environments, and NASA intends to maintain a stable, secure, and highly functional configuration. Interested parties are required to submit RFI responses electronically to nicolas.a.zogaib@nasa.gov by December 13, 2024 at 5:00 PM ET, referencing solicitation number 80TECH25RFI0003. All questions must be submitted no later than December 11, 2024 at 5:00 PM ET, and potential offerors are advised to monitor www.Sam.gov for future solicitation releases and amendments.
The pre-solicitation notice indicates no specific set-aside designations for this contract opportunity. The project has a targeted implementation completion date of July 7, 2026, with the NASA Human Health and Performance Contract (HHPC) contractor providing IT support. While specific award values are not explicitly stated, the budget will focus on annual licensing and first-year implementation costs. The new EHR solution must comply with NASA's data governance practices, including the use of multiple patient charts to segregate behavioral health, clinical, and astronaut selection health data. The system will replace the current EHR procured under PO 80NSSC24PB008 and must address existing system limitations such as patched-together workarounds, heavy API dependence, and authentication challenges. The contract falls under the North American Industry Classification System (NAICS) category 541511 for Custom Computer Programming Services and Product Service Code (PSC) DA10 for IT and Telecom Business Application Software as a Service.

The Human Health & Performance Directorate (HH&PD) at NASA is responsible for ensuring the health and productivity of humans during all phases of spaceflight. This includes providing flight and ground-based healthcare, occupational health, research, test subject screening, and support functions. The goal is to achieve NASA's mission objectives.
HH&PD collects, processes, stores, uses, and disseminates human subject health-related information to fulfill these functions. They use various data management products and services, including an Electronic Health Record (EHR) system, to support operational decision-making.
The purpose of the JSC Clinic is to recognize, evaluate, control, and mitigate illness and disease associated with the flight and institutional work environments and to ensure the health, productivity, and wellness of the JSC team members.
NASA intends to replace the current commercial-off-the-shelf (COTS) EHR system at JSC with a new COTS EHR solution. The current EHR is installed primarily on-premises at Johnson Space Center in Houston, Texas, with limited cloud-based test environments and connectivity. Backup facilities are in White Sands, New Mexico. This configuration is stable, well-understood, expandable, secure, and highly functional.
