About this opportunity

The U.S. Army Corps of Engineers Portland District seeks full-service elevator maintenance services for eight elevators at John Day Dam, with quotes due September 10, 2026, at 2:00 PM PST. Amendment 0001, issued August 27, 2026, changed the classification from 100 percent small business set-aside to unrestricted competition.

Place of performance is Rufus, Oregon. The contract covers routine preventive maintenance (cleaning, inspection, lubrication, adjustment, calibration, repair, replacement, testing, and documentation) with mandatory 24/7/365 availability. Contractors must achieve on-site arrival within three hours for emergency situations involving trapped personnel and four hours for non-trapped safety emergencies; routine trouble calls require response within 24 hours during business hours (Monday–Thursday, 6:30 a.m.–5:00 p.m. Pacific Time). Performance standards include zero tolerance for missed monthly preventive maintenance, zero missed emergency response targets, and one allowable discrepancy per quarter for trouble calls and reporting.

The contract is firm fixed-price with a one-year base period (October 1, 2026, through September 30, 2027) plus four one-year option periods extending through September 30, 2031. Eight elevators are distributed across multiple dam facilities: Powerhouse Station Service Passenger and Freight, Powerhouse Bay 9, North Spillway Non-Overflow, North Fishway Visitor Center Building, and Navigation Lock facilities (North Fish Pumps, South Tower, North Tower).

Contractors must hold current elevator maintenance licenses in Oregon and Washington and employ only qualified, licensed elevator mechanics. Security compliance includes AT Level I awareness training, background checks, OPSEC training, NERC cyber training, Hazardous Energy Control Program certification, and e-verify screening. CMMC Level 1 certification is required. Insurance includes workers' compensation as required by state law and comprehensive general and automobile liability coverage of $1 million per person/$1 million per occurrence.

NAICS code 811310 applies with a $12.5 million size standard. The current contract W9127N21P0125 expires September 31, 2026. Quotes must be submitted to john.r.scukanec@usace.army.mil and must acknowledge receipt of Amendment 0001 prior to the submission deadline.
