About this opportunity
NASA's Stennis Space Center awarded contract 80SSC026C0003 to Nikkiso Cosmodyne on a sole-source basis for a full-functioning modular, skid-mounted cryogenic air separation unit—specifically the PINE 8 Liquid Nitrogen Production Plant—and associated equipment and services required to support high-purity liquid nitrogen production at the John C. Stennis Space Center High Pressure Gas Facility.
The justification cites 10 U.S.C. 3204(a)(1), only one responsible source. Market research, including a Requests for Information issued in September 2025 and a pre-solicitation notice published November 17, 2025, determined that Nikkiso Cosmodyne was the only responsible source capable of meeting the Agency's requirements within the required schedule and technical parameters. Two other entities expressed interest but were found non-compliant or incapable: Noblegen Cryogenics lacked sufficient capacity, and Messer LLC could not meet requirements. The PINE 8 system is engineered to produce 86 metric tons per day of Grade B liquid nitrogen (100 ppm O₂) in compliance with MIL-PRF-27401, featuring an advanced air-cycle refrigeration process with dual turboexpanders and redundant PLC-based control with remote monitoring capability. The estimated performance period is 18 months following award for delivery of the fully fabricated and tested system. Place of performance is the High Pressure Gas Facility in Building 3305 at John C. Stennis Space Center. The contracting activity is NASA Shared Services Center. The JOFOC was approved by Competition Advocate James Bailey on December 18, 2025.
