About this opportunity
The National Aeronautics and Space Administration has awarded a sole-source order to Peraton for annual site licensing and maintenance support under contract 80TECH26P0025, justified by unusual and compelling urgency to sustain the Artemis program's launch operations.
The Peraton OS/Comet software provides core middleware and execution framework functionality for the Launch Control System at Kennedy Space Center, managing real-time Class A mission-critical command sequences, Launch Commit Criteria, automated countdown logic, and integrated ground and flight operations within the Spaceport Command and Control System. The procurement is justified under 10 U.S.C. 3204(a)(2) on the basis that delays in providing this proprietary software would jeopardize NASA's 2028 Artemis IV lunar landing mission timeline and U.S. space exploration leadership relative to China's competing lunar program. The contracting officer determined that Peraton is the sole source capable of fulfilling this requirement within the necessary timeframe, as the OS/Comet software is available only from Peraton and is uniquely integrated with the existing architecture. No market research was conducted due to the urgent nature of the requirement. The contracting officer will determine fair and reasonable pricing based on a quote submitted by Peraton prior to contract execution, and NASA will examine the market in the future for alternative solutions before executing subsequent acquisitions for the same requirements. Place of performance is Kennedy Space Center, Florida.
Notice text
This justification provides the rationale for contracting by other than full and open competition to award a sole source order to Peraton.
The purpose of this order is to secure the annual licensing and maintenance support necessary for the Artemis program to continue utilizing Peraton software in support of Artemis launch operations. This requirement is critical to NASA’s Artemis campaign and its overall mission to safely land humans on the lunar surface.
The Artemis campaign’s timeline, and its included mission dates, are a vital component of the government’s need. For reasons discussed in the attached justification, delays to mission execution as a result of developmental challenges are likely to result in mission failure. This Peraton Annual Site License/Maintenance order is necessary to ensure that development of a lunar landing capability is complete in time to support NASA’s Artemis missions. See attached justification for other than full and open competition for additional information.
