About this opportunity
NASA's Marshall Space Flight Center intends to modify contract 80MSFC23CA004 and award it to RSi-Quantitech Joint Venture on a sole-source basis, increasing the contract ceiling by $150 million (from $294,882,027 to $444,882,027) and extending the period of performance 12 months through December 31, 2028, structured as two 6-month option periods.
The METTS III contract provides engineering technician and trades support—including welders, machinists, calibration specialists, and test stand configuration—across MSFC's Engineering Directorate, Facilities Management Office, Materials and Processes Laboratory, and multiple technical departments. The cost increase and acceleration reflect higher-than-anticipated personnel wages driven by competitive labor market pressures and increased demand for Artemis II post-launch activities, Artemis III and IV support, and Centaur Upper Stage manufacturing on the critical path for upcoming launch campaigns.
NASA justifies the sole-source modification under 10 U.S.C. 3204(a)(1), implemented by RFO 6.103-1 (FAR equivalent 6.302-1), citing only one responsible source. A Request for Information closed September 8, 2025, yielded two responses: one vendor was deemed incapable under NAICS 541715; the other, though capable, would introduce material cost, schedule, and mission risk including minimum phase-in costs of $150,000 and 45 calendar days plus potential tens of millions in additional costs if incumbent personnel are not retained. RSi-QT possesses specialized expertise in hazardous chemicals handling, propellant operations, Centaur adapter manufacturing, and flight hardware testing that cannot be replicated without significant disruption. A follow-on recompete is planned for fiscal year 2028 to preserve continuity of mission-critical services supporting Artemis III and IV lunar objectives.

MSFC JOFOC No.25-129
This JOFOC authorizes the MSFC Procurement Office to modify Contract number 80MSFC23CA004 (METTS III), for the purpose of:
- Increasing the contract ceiling value in order to account for existing and future cost overruns expected to be incurred in performance of the Contract, due to higher‑than‑estimated expenses and increased work, driven by accelerated efforts to return Americans to the Moon under the Artemis program, which are within the scope of the existing METTS III contract; and
- Extending the contract for 12 months, structured as two 6-month option periods.
JUSTIFICATION ANNOUNCEMENT NOTES:
- NOTE 1: This JOFOC is being publicized in advance of contract modification(s) for the requirements noted above. Because no pertinent contract modification has been awarded as of this announcement, the date shown in the ‘Contract Award Date’ field reflects the JOFOC approval date and is not the award date of any contract modification.
- NOTE 2: The statutory authority permitting other than full and open competition is 10 U.S.C. §3204(a)(1) as implemented by RFO 6.103-1, “Only one responsible source and no other supplies or services will satisfy Agency requirements.” (FAR Equivalent: FAR 6.302-1 - Only one responsible source (except brand name)).
Awarded contract 80MSFC23CA004 to unknown vendor for unknown amount on 2026-04-30.
