About this opportunity
NASA Stennis Space Center intends to award a sole-source task order to Mississippi Power Company under GSA Areawide Public Utility Contract 47PA0425D0027 for major restoration and replacement of outdated generators at the Test Complex facility, with an estimated project completion time of 30 months.
The justification rests on Mississippi Power Company being the only entity with legal authority and technical control over the distribution system to which the generators will interconnect. The generators are part of Mississippi's PSC-approved Standby Generator Program in which NASA has participated for over two decades. Regulatory requirements and industry practice mandate that the utility retain exclusive responsibility for grid-facing work within its operational footprint. The scope includes replacing four existing 1.5MW, 4160V generators that have been in service for 56 years with new 480V generators capable of delivering a maximum of 3.5MW of emergency power configured as 2x1750kW units. Deliverables encompass load study, equipment procurement (15kV breaker, 480V step-up transformers, NEMA 3R switchgear, relays, day-tanks, piping, transfer pumps, elevated metal platforms, and portable generator connection provisions), interconnection to the Emergency Management and Control System and B-4400 Control room, synchronization capability with the utility power grid, and replacement of knife-blade switches and sand fuses. A SAM.gov synopsis published August 8, 2025 generated two expressions of interest: Pacific Northwest Power (interested only in purchasing used generators) and Flying V Rentals (whose maximum capacity of 250kW is insufficient for the required 1750kW capacity). The contracting officer has determined the anticipated cost will be fair and reasonable and will require certified cost or pricing data prior to contract execution. Place of performance is Stennis Space Center, Mississippi.
