About this opportunity

The Government, identified in the notice as FOH, intends to award a noncompetitive bridge modification to ServeFed, Inc. under a limited sources justification. The modification adds $6.69 million to Task Order 75P00123F37007 under IDIQ HHSP233201800009I, raising the total estimated cost from $24.0 million to $30.69 million. The task order expires October 31, 2026, and the modification provides interim bridge services while FOH completes its competitive follow-on acquisition. The recompete will not finish before expiration, and the Government plans to solicit it in FY27. The notice describes the action as necessary to maintain uninterrupted mission-essential services.

The modification establishes a seven-month base period from November 1, 2026 through May 31, 2027, plus one five-month option from June 1 through October 31, 2027. The Government intends to transition to the follow-on contractor as soon as practicable and will not use the full bridge period if transition occurs earlier. Funding is FY 2027 Service Supply funds, subject to availability and proper obligation.

The base task order is a Time and Materials type. The base contract file transferred from WorkSmarter to HCAS did not contain a T&M Determination and Findings, but a CO-approved D&F is included in the award file with this modification. The set-aside is No Set-Aside Used. The PSC is Q999, Medical-Other.

Notice text

The Government proposes a noncompetitive modification to Task Order 75P00123F37007, issued under Contract HHSP233201800009I, to provide interim bridge services while FOH completes the competitive follow-on acquisition and transition. The proposed modification would establish a seven-month base period, November 1, 2026 through May 31, 2027, and one five-month option, June 1 through October 31, 2027. The proposed modification will increase the total estimated cost of the task order by $6,690,504.50, from $23,999,068.73 to $30,689,573.23. Performance will be limited to the services and duration supported by the approved justification and implemented through the executed modification.

Contract HHSP233201800009I / 75P00123F37007 (West) is an Indefinite Delivery Indefinite Quantity (IDIQ), Time and Materials (T&M) Task Order with ServeFed, Inc. A Determination and Findings for a T&M type task order was not found in the base contract file that was transferred from WorkSmarter to HCAS. However, a D&F approved by the CO is included in the award file with this modification.

The proposed modification is necessary to maintain uninterrupted mission-essential services while the Government completes and awards the competitive follow-on acquisition. The recompete is currently under development but will not be completed before expiration of the existing contract on October 31, 2026.

The Government anticipates award of the bridge modification in October 2026, using FY 2027 Service Supply funds, subject to availability and proper obligation of funds.

The proposed bridge period is November 1, 2026 through October 31, 2027. The Government intends to transition to the competitively awarded follow-on contract as soon as practicable and does not intend to use the entire bridge period if transition to the successor contractor can occur earlier. The Government plans to solicit for the recompete in FY27.

Awarded contract HHSP233201800009 to unknown vendor for unknown amount on 2026-10-30.
