About this opportunity

The U.S. Environmental Protection Agency's Office of Chief Procurement Officer intends to modify an existing contract with MRIGLOBAL under FAR 6.302-1 (only one responsible source) to increase the ceiling by $244,900 for the Portable High Throughput Integrated Laboratory Identification Systems (PHILIS) Platform Modernization program, raising the total contract value to approximately $13.813 million.

The justification establishes that MRIGLOBAL is the only responsible source capable of executing the required design modifications. At fourteen months into contract performance, over 90 percent of final design has been completed. Introducing a new contractor at this stage would impose substantial learning curve requirements and create unacceptable risk of program delays. The modification incorporates design changes including custom generator exhaust adaptors, insulation upgrades from 2 inches to approximately 5.5 inches, and fire sensing and suppression system upgrades, along with increased labor and materials costs. The original contract was competitively awarded on January 22, 2025, under FAR Parts 15 and 12. A notice of the proposed modification was posted on SAM.gov on March 17, 2026, with closure on April 1, 2026, and received no responses. The modification was signed by Contracting Officer Adrianne Wells and approved by Supervisory Contracting Officer Heather Adams on May 7, 2026. The program designs and manufactures mobile and base-of-operations laboratory systems for detecting Chemical Warfare Agents and Toxic Industrial Chemicals. The contract is cited under authority 41 U.S.C. 253(c)(1).
