About this opportunity

The Department of the Air Force Pacific Air Forces is conducting market research to identify contractors capable of providing five JLG RT3369 scissor lifts and one JLG 600S boom lift. The scissor lifts must feature a minimum 30-foot working height with diesel engines meeting EPA emissions standards and rough terrain capabilities, while the boom lift requires a minimum 50-foot reach with diesel power, EPA compliance, and 4-wheel drive functionality. This is classified as a pre-solicitation notice under NAICS code 532490 (Other Commercial and Industrial Machinery and Equipment Rental and Leasing) and PSC code 5440 (Scaffolding Equipment and Concrete Forms). The government is seeking voluntary information from potential contractors regarding their ability to supply these specific items and associated costs. All equipment must be shipped to Andersen Air Force Base in Guam, with delivery to Building 61315 at Northwest Field in Yigo. The deadline for responses is March 10, 2026, providing interested parties with a four-day window to submit information.

This procurement carries no set-aside designation, meaning it is open to all eligible contractors regardless of business size or socioeconomic status. No incumbent contractor or award value has been identified in this market research phase, as the government is still in the preliminary stages of gathering pricing and capability information. The notice does not specify a formal timeline for contract award or equipment delivery beyond the destination requirement. No specific evaluation criteria beyond capability and cost have been disclosed at this stage of the process. Interested contractors should note that participation in this pre-solicitation phase is entirely voluntary and responses will be used to inform subsequent formal procurement actions.
