The U.S. Department of Transportation, Volpe National Transportation Systems Center, intends to negotiate on a sole source basis with Saab Sensis Corporation of Syracuse, New York, in accordance with statute 41U.S.C.253(c) (1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other type of supplies or services will satisfy Agency requirements.
The Government intends to enter into a firm fixed price contract for the following maintenance services in support of Government owned company proprietary gate surveillance system at John Fitzgerald Kennedy (JFK) airport in New York.
The contractor will provide maintenance, repair and systems upkeep for the proprietary Gate Surveillance system (GSS)located at the JFK airport in New York. Maintenance will include software upkeep of the surveillance processor(s) to provide an independent surveillance processor to simultaneously support ASDE-X and Multilateration surveillance of airport ramp/gate areas and the data distribution of airport surveillance to Government and non-Government users. The contractor will provide system components necessary to maintain the JFK system capability, and to provide data distribution. The contractor will provide remote monitoring and maintenance of the JFK GSS.
The North American Industry Classification Code for this acquisition is 541990 and the Small Business Size Standard is $15 million. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested firms have 15 calendar days from the date of publication of this synopsis to submit in writing to the Point of Contact clear and convincing documentation of their company's capability to provide the required services. Such documentation will be utilized solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after 15 calendar days or without the required documentation will not be considered. The Government will not pay for any documentation provided in response to this synopsis and documentation received will not be returned to the sender. A determination by the Government not to compete this requirement on a full and open competitive basis, based upon responses received to this synopsis, is solely within the discretion of the Government. Telephone calls in place of the required documentation will not be accepted.
