About this opportunity
The Internal Revenue Service has awarded a sole-source bridge contract to Accenture Federal Services for continued operation of Integrated Enterprise Portals (IEP) 1.5, with an Independent Government Cost Estimate of $231,048,350 and an award date of August 15, 2026.
The justification cites FAR 16.505(b)(2)(i)(A) (urgent agency need) and FAR 16.505(b)(2)(i)(B) (sole-source capability). The urgency stems from a Treasury directive issued in late 2025 and early FY26 to accelerate transition planning, which came too late for the IRS to complete competitive acquisition before the incumbent's task order expired on August 14, 2026. Only the incumbent possesses the operational infrastructure, technical integrations, and institutional knowledge required to maintain service continuity across mission-critical systems including irs.gov, Modernized e-File, Integrated Customer Communications Environment, ACA systems, and over 100 dependent applications without months of vendor transition risk.
The bridge contract is for 12 months and covers portal infrastructure hosting, web hosting, security monitoring, application integration, and transition planning activities supporting Filing Season 2027. The IRS commits to completing a competitive follow-on solicitation by December 2026, with Performance Work Statement completion targeted for July or August 2026. NAICS code 541512 (Computer Systems Design Services); PSC DA01. Price analysis will reference the prior bridge task order (205AE9-25-F-00190), the existing IEP 1.5 IDIQ (TIRNO-17-D-00004), and Alliant BIC GWAC labor rates.
