About this opportunity
The Department of the Army Corps of Engineers Engineering District Alaska is procuring design-build services for a new Alaska Army National Guard Readiness Center at Camp Carroll on the Fort Richardson side of Joint Base Elmendorf-Richardson (JBER), Alaska. The project involves designing and constructing approximately 50,641 square feet of facilities to support training, administrative, logistical, and operational requirements for three Alaska Army National Guard units. Key facility components include a general-purpose training/maintenance bay, assembly area, controlled hazardous waste and POL storage area, fully equipped commercial kitchen, heated storage spaces, arms vaults, training classrooms, secure rooms, and administrative offices, along with comprehensive interior design services and a backup generator for continuous operations. The solicitation has progressed to Phase 2, with four contractors selected to advance: ASRC Builders LLC, Davis Constructors & Engineers Inc., Osborne Construction Company, and Unit Company. A Project Labor Agreement requirement has been added through Amendment 0005 and will be implemented during Phase 2. The proposal submission deadline was June 12, 2025, with the original posting date of April 16, 2025.
This procurement does not utilize any set-aside designations and falls under NAICS code 236220 for Commercial and Institutional Building Construction. The project location is specified as 10471 20th Street, Anchorage, Alaska 99506, within the JBER facility at Camp Carroll. The design-build contract will encompass all utility services, systems, site improvements, drainage, and parking areas to support the facility, including a designated paved area for organizational military equipment parking and staging. The comprehensive scope requires contractors to deliver a fully operational readiness center capable of supporting three distinct AKARNG units with specialized storage, training, and administrative capabilities. The facility must include backup power generation systems to ensure continuous operation during extended utility power interruptions, demonstrating the critical nature of the military readiness mission this facility will support.
