About this opportunity
The U.S. Army Corps of Engineers Engineering District Louisville is conducting a Request for Information (RFI) for battery components of a Battery Energy Storage System (BESS) for the Joint Base Lewis McChord DES Microgrid project. The BESS requires lithium-iron phosphate (LFP) batteries rated over 600kWh, with a specific focus on determining the availability of Buy American Act compliant battery components. The RFI aims to gather information from potential suppliers about their ability to manufacture BESS battery components that meet the attached technical specifications, including details about manufacturing location and potential quotations. Respondents are invited to submit their responses via email to kari.a.rogers@usace.army.mil by 5:00 PM Eastern Time on June 20, 2025. The evaluation will primarily assess domestic manufacturing capabilities, compliance with technical specifications, and the potential to provide components that meet the project's rigorous technical and regulatory requirements.
The solicitation does not include a specific set-aside designation and is open to all qualified manufacturers and suppliers. The technical specifications for the BESS include comprehensive requirements such as a 10-year manufacturer warranty, integration with photovoltaic and natural gas generation systems, and grid outage support capabilities. The project emphasizes domestic manufacturing, with a preference for 60% U.S.-made components and restrictions on battery cells from certain manufacturers. While no specific award value is mentioned in the pre-solicitation notice, the comprehensive technical specifications suggest a significant and complex infrastructure project. The BESS system must include integrated HVAC, fire protection, and alarm systems, with specific performance parameters including 95% power conversion system efficiency and extensive data acquisition and monitoring capabilities.
