About this opportunity

The General Services Administration Public Buildings Service has awarded contract 47PE5226P0003 to BSA Contractors, LLC on a sole-source basis for masonry repair and power washing services at JBAB Building 410, with work to be completed no later than October 2026.

The justification cites urgency and BSA Contractors' unique qualifications as the rationale for the sole-source award. The contractor possesses extensive experience within the White House Complex at JBAB, specialized expertise in masonry repairs and exterior facade cleanup, and proven capability to execute mission-critical work in high-security environments. BSA Contractors maintains cleared personnel familiar with WAVES and SVARS systems and has previously completed emergency renovations at the White House President's Guest House. Market research identified only one vendor capable of meeting the urgent project requirements. The work encompasses restoration of Building 410's exterior facade through patchwork repairs, detergent washing, power washing, scrubbing, and repainting, along with cosmetic repairs to interior doorways, exterior entryways, drop ceilings, and stair treads and rails. The security concerns driving the compressed completion deadline cannot be disclosed. Statutory authority is cited under 41 U.S.C. 1901 for other than full and open competition. The Contracting Officer, Ericka Wilson, certified the anticipated price will be fair and reasonable based on independent government estimate and technical staff input. Place of performance is JBAB Building 410.
