About this opportunity
The Department of the Air Force Air Mobility Command is conducting market research through a Sources Sought Notice to identify qualified small businesses capable of providing Local Telecommunication Services (LTS) supporting Lakehurst Naval Air Station on Joint Base McGuire-Dix-Lakehurst. The procurement seeks contractors to deliver continuous telecommunications services operating 24 hours a day, seven days a week, 365 days a year, including all necessary labor, equipment, wiring, and infrastructure to maintain compatibility with the government's existing Avaya CM 10 telephone switching system. Key contract requirements mandate 99.999% service reliability, adherence to FCC, PUC, Department of Defense, and Air Force standards, and support for Government Emergency Telecommunications Service (GETS) capabilities. The contractor must provide local exchange access with operator assistance functions, circuit extensions, commercial subscriber lines, and ISDN Primary Rate Interface trunks, while assuming full responsibility for installation and seamless transition during a 30-day cutover period. Responses to this Sources Sought Notice are due by January 26, 2026, though this notice does not constitute a formal Request for Quote and does not restrict the 87th Contracting Squadron's ultimate acquisition approach.
This procurement is designated as a Total Small Business set-aside, targeting firms classified under NAICS Code 517111 (Wired Telecommunications Carriers) with a 1,500-employee size standard. The anticipated contract structure includes a one-year base period commencing from the initial contract award date, with four additional one-year option periods available, potentially extending the total contract duration to five years. No specific budget range has been disclosed in this Sources Sought Notice, and no reimbursement will be provided for costs incurred in responding to this market research announcement. Responses are strictly voluntary and will not satisfy requirements for any subsequent formal solicitation. The performance-based contracting approach emphasizes service level objectives with response times and restoration protocols varying by outage priority level, ranging from 95 to 99 percent restoration thresholds depending on service impact severity.
