About this opportunity
The Department of the Air Force Air Mobility Command has issued a Special Notice of Intent to Award a single source contract for water utility services at Joint Base Charleston. The notice is for Reference Number FA441825Q0042 and involves the 628th Contracting Squadron located at 101 E. Hill Blvd, JB CHS, SC. The intended contract will provide potable water (including fire protection) and sanitary sewer utility services to Joint Base Charleston Air Base and Weapons Station in South Carolina. The Air Force intends to award a 12-month firm-fixed-price purchase order contract to Charleston Water System, the current incumbent provider. This is explicitly not a request for competitive quotes but rather an informational notice of the government's intent to proceed with a single source acquisition.
The purpose of this single source contract is to ensure uninterrupted water and sewer services to Joint Base Charleston, as Charleston Water System is identified as the only source capable of providing these critical utilities to the installation. The contract period of performance runs from July 1, 2025, through June 30, 2026, with the government citing the need to maintain continuity of operations without any service disruptions. While this is not a competitive solicitation, the notice allows responsible sources to submit quotations for consideration by 1630 EDT on June 30, 2025. The contracting authority is based on FAR 13.106-1(b)(1) for single source acquisitions and FAR 13.500(a) for simplified acquisition procedures for amounts up to $7.5 million. Interested parties must direct questions or responses to Contracting Officer Ms. Taylor McDaniel by the specified deadline, though the government reserves sole discretion in determining whether to conduct a competitive procurement based on any responses received.
Notice text
THIS IS A NOTICE OF INTENT TO AWARD A SINGLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. This is a notice of intent to award a single source contract pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b)(1), which states Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available. Furthermore, FAR 13.500(a) authorizes the use of simplified procedures for the acquisition of supplies and services in amounts greater than the simplified acquisition threshold but not exceeding $7.5 million, including options, if the Contracting Officer reasonably expects, based on the nature of the supplies or services sought, and on market research, that offers will include only commercial products or commercial services. The Contracting Officer intends to utilize simplified acquisition procedures included within FAR Part 13 and intends to solicit and negotiate with a single source under the authority of FAR 13.106-1(b)(1).
This notice of intent is not a request for competitive quotes. This synopsis is for informational purposes only. The Reference Number is FA441825Q0042.
