Competition will be restricted to non-profits, not-for-profits, and Federally Funded Research and Development Centers holding a Top Secret facility clearance. Proposals will be evaluated based on a secure facilities plan, technical approach and staffing plan for the ID/IQ contract, a program management approach for task orders, and past performance. No questions regarding this notice will be accepted.

The solicitation has no set-aside designations. Eligible offerors must hold a Top Secret facility clearance. Evaluation factors include a secure facilities plan demonstrating facilities clearance self-certification by a Facility Security Officer. The attached excerpt from the National Defense Authorization Act provides background on the JASON program. As an ID/IQ contract, specific task orders will define work requirements and periods of performance.
