2. Requests that all questions pertaining to this solicitation be submitted in writing to Ron Smith, ronaldsmith@blm.gov, no later than Friday August 16 at 4:00 pm.

3. Clarifies the following in the solicitation document: ------------------------------------------------ Page 2 of the solicitation under Submission of Bids, item 3(d) reads "Certification Regarding A Felony Conviction Under any Federal Law of an Unpaid Federal Tax Liability (FEB 2012)" It should read: "SF24 - Bid Bond"

The certification of unpaid federal tax liability is still required, but is only needed prior to making award. ----------------------------------------- Page 8 of the solicitation reads:

"The Contractor shall be required to (a) commence work under this contract within 3 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 45 days after the contractor receives the notice to proceed. The time stated for completion shall include final cleanup of the premises."

It should read: "The Contractor shall be required to (a) commence work under this contract within 10 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 180 days after the contractor receives the notice to proceed. The time stated for completion shall include final cleanup of the premises."

Page 11 of the solicitation, delete the following: The Government recognizes that seasonal climatic conditions may occur that restrict or prohibit normal construction activities. The anticipated length of the seasonal delay for this project is 30 days. This number of days has been included in calculating the stated period of performance. Therefore, the contract period of performance will not be extended due to normal seasonal weather delays. --------------------------------------------------

The NAICS Code for the project is 236220 with a size standard of $33.5 million.

The project magnitude is between $250,000 and $500,000.

A firm fixed price contract will be awarded to the successful offeror.

This is an SDVOSB set aside.

Added: Jul 16, 2013 6:08 pm PRE-SOLICITATION NOTICE FOR THE BUREAU OF LAND MANAGEMENT, NATIONAL INTERAGENCY FIRE CENTER - EMERGENCY GENERATOR REPLACEMENT. The Bureau of Land Management (BLM) intends to issue a Invitation for Bid (IFB) to award a single, firm fixed-priced contract for the demolition of the emergency generator and transfer switch and supply and installation of a new packaged genset at the National Interagency Fire Center. The project site is located in Boise, Idaho. Project price range is between $250,000 and $500,000. This acquisition will be advertised as a Service-Disabled Veteran Owned Small Business Set-Aside. North American Industry Classification (NAICS) code is 236220, the Size Standard is $33.5 million. The anticipated period of performance is 150 calendar days from Notice to Proceed, estimated to begin approximately October 1, 2013. This announcement serves as the advanced notice for the project. It is anticipated the solicitation package will be available for download approximately July 31, 2013 with an anticipated closing date of August 30, 2013. To obtain the solicitation and/or amendments/updates for this project, contractors shall register and download from FedConnect (https://www.fedconnect.net).
