About this opportunity
Army Contracting Command Aberdeen Proving Ground intends to modify contract W91CRB-21-D-5003 to extend the ordering period by six months through December 2026, authorizing a sole-source IDIQ vehicle to L3Harris Global Communication, Inc. for tactical radio systems, communications equipment, and associated services supporting the U.S. Army Foreign Military Sales program. The modification increases the contract ceiling from $3.3 billion to $3.795 billion, a $495 million increase.
The sole-source justification rests on L3HGCi's exclusive ownership of proprietary encryption, frequency-hopping algorithms, and waveforms embedded within Harris radio transceivers that competitors cannot replicate. Market research confirmed that BK Technologies and W.S. Darley & Company cannot provide functionally equivalent systems meeting specifications. Additional grounds include existing foreign military customer investments in L3HGCi systems and the impracticality of transitioning to alternative vendors due to technical incompatibility, cost duplication, and mission-critical interoperability requirements.
The ordering period extends from the original June 2021 start through June 2026 plus this six-month extension. As an FMS-dedicated vehicle, all orders are sole-source and executed exclusively at the direct request of foreign partner nations via formal Letter of Offer and Acceptance. The contract funds both pseudo-FMS orders (U.S. Government-funded, approximately $165 million) and traditional FMS orders (foreign government-funded, approximately $330 million) for FALCON series radios, tactical SATCOM terminals, APCO Project 25 radios, spare parts, software, training, and technical support. Place of performance is Aberdeen Proving Ground, Maryland.
Notice text
This Justification and Approval (J&A) is for a modification to contract W91CRB-21-D-5003 to extend the ordering period by six months, from June 2026 through December 2026. Due to an administrative oversight, this J&A is being posted outside of the standard 14-day regulatory timeline.
This modification authorizes a six-month extension to the existing L3Harris Indefinite Delivery/Indefinite Quantity (IDIQ) contract to support the U.S. Army’s Foreign Military Sales (FMS) program. Because this is an FMS-dedicated vehicle, all orders are sole-source and executed exclusively at the direct request of foreign partner nations via a formal Letter of Offer and Acceptance (LOA). Accordingly, this action serves to fulfill specific country-directed requirements and does not circumvent standard competitive acquisition processes.
Awarded contract W91CRB-21-D-5003 to unknown vendor for unknown amount on 2021-06-10.
