About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center awarded a sole-source six-month bilateral extension to Open San Consulting, LLC (OSC Edge) under Task Order FA8307-23-F-B173 on September 1, 2026, valued at $1.982 million, on a limited-sources basis to prevent an immediate and critical service gap for the Command and Control the Information Environment (C2IE) program.
The justification rests on two statutory grounds: pending programmatic approvals including the Acquisition Plan and a mandatory Request for Approval under Executive Order 14271, which prevent execution of the follow-on 8(a) sole-source contract (FA8307-26-R-B045) with an Alaska Native Corporation before the current contract expires on September 28, 2026; and international treaty constraints requiring continuous European Contractor Online Processing System (ECOPS) accreditation for contractor personnel deployed in Germany, which would be instantly lost if the contract lapses. A new competitive solicitation would require 90–120 days minimum, creating an unacceptable 3–4 month operational gap. The extension will be executed as a Firm-Fixed-Price bilateral modification using negotiated fair and reasonable rates based on current Year 3 pricing.
OSC Edge deploys qualified Cryptologic Intelligence Liaison (CIL) personnel at eleven Combatant Commands and the Joint Staff, serving over 18,000 military and civilian personnel worldwide. Personnel must maintain appropriate security clearances and SOFA status, with particular emphasis on ECOPS accreditation for OCONUS operations in Germany. Responsibilities include on-site and virtual training, technical troubleshooting, integration of C2IE capabilities, and system performance documentation. Place of performance includes the eleven Combatant Commands, the Joint Staff, and subordinate locations worldwide, with critical operations in Germany.
Notice text
This action is a sole-source, six (6) month bilateral extension of services under Task Order FA8307-23-FB173 P00035 with Open San Consulting, LLC (OSC Edge). This modification is required to prevent an immediate and critical gap in service for the Command and Control the Information Environment (C2IE) program. The extension will provide essential continuity of operations while the Government finalizes the transition and award of the follow-on 8(a) sole-source contract (FA8307-26-R-B045) to an Alaska Native Corporation (ANC) entity, which has already been formally offered to and accepted by the Small Business Administration (SBA). This extension will be executed as a Firm-Fixed-Price (FFP) bilateral modification, utilizing negotiated fair and reasonable rates based on the current Year 3 pricing structure.
Awarded contract 47QTCB22D0343 to unknown vendor for unknown amount on 2026-09-01.
