About this opportunity

The Department of Homeland Security, specifically the United States Coast Guard Base Seattle, has issued a Special Notice announcing its intent to award a sole source contract for refuse and recycling services at the USCG Base Astoria Triumph Housing in Astoria, Oregon. The contract will be awarded to Recology Western Oregon - Coast, Inc. for one base year, utilizing Federal Acquisition Regulation (FAR) authority 6.302 for other than full and open competition. The procurement falls under NAICS Code 562111 for Solid Waste Collection and will be structured as a firm-fixed price contract. The sole source justification is based on 10 U.S.C 2304(f)(2)(A) and implemented through FAR Subpart 6.302-5, which allows for contracts that are authorized or required by statute. This Special Notice is explicitly not a request for competitive quotes or proposals, and no solicitation is available for review.

The primary purpose of this Special Notice is to formally announce the Coast Guard's intent to award a contract for waste management services at the Astoria housing location. The sole source determination is based on the City of Astoria's exclusive franchise agreement with Recology, which makes them the only reasonably available service provider. Contractors should note that this is not a competitive opportunity, and no alternative vendors will be considered. The contract will cover comprehensive refuse and recycling collection services, including all necessary labor, supervision, vehicles, containers, and equipment for handling recyclable and organic materials. Interested parties with questions are instructed to email Thomas J. Gresham at thomas.j.gresham@uscg.mil, with a clear prohibition on telephone inquiries. The contract has a short window for potential questions, with the notice posted on December 23, 2024, and a due date of December 29, 2024. The justification document emphasizes the critical nature of these services to maintain proper waste management and avoid potential environmental hazards.
