About this opportunity

The Department of Homeland Security, Office of Procurement Operations, has awarded a sole-source contract to Shoreland, Inc. (Travax) for enterprise-level travel and preventive health intelligence subscription services serving all DHS components, including the U.S. Coast Guard, under contract 70RDA326P00000002 on July 29, 2026.

The justification cites 41 U.S.C. 3304(a)(1), only one responsible source and no other supplies or services will satisfy agency requirements. Market research from September through December 2025, including an RFI (Notice ID 70RWMD26RFIP00001), identified three vendors—Shoreland, HAAYVN (Sitata), and International SOS—but only Shoreland demonstrated full alignment with DHS requirements. The other vendors lacked integrated preventive travel health intelligence, aerial route risk mapping, and comprehensive hospital directories aligned with U.S. Government standards. The contracting officer determined Shoreland's pricing fair and reasonable against commercial norms and prior federal acquisition history.

The subscription service delivers preventive and travel health information, aerial route intelligence, GIS mapping, outbreak tracking, medical facility intelligence, and continuously updated travel medicine decision support for federal operational deployments. The base period runs August 1, 2026 through July 31, 2027, with four option periods extending through July 31, 2031, plus an optional CLIN. The contract is firm-fixed price and funded as Operations and Support in Fiscal Year 2026. Central management is performed by the DHS Office of Health Security. Shoreland, Inc. is located at 933 N. Mayfair Road, Suite 208, Milwaukee, Wisconsin 53226. OHS committed to conducting new market research prior to any follow-on acquisition beyond the current five-year period.
