About this opportunity
The Department of State's Bureau of Overseas Buildings Operations (OBO) issued a Single Source Justification for legal services to support the New Embassy Compound (NEC) site acquisition in Bratislava, Slovakia. The justification authorizes a one-year contract with Squire Patton Boggs (SPB) valued at $85,000 to provide continuity of legal services for the complex embassy site acquisition process. The sole source procurement is justified based on SPB's unique position as the incumbent legal provider with over five years of transaction knowledge, established relationships with key stakeholders including the City of Bratislava and adjacent landowners, and complete understanding of the negotiation history. OBO determined that switching to another law firm would seriously impair the government's ability to obtain timely legal guidance, create significant duplication of effort, and eliminate potential cost savings while diverting critical resources from other projects. The contract was awarded on September 25, 2025, under the Simplified Acquisition Threshold provisions of FAR 13.106-1(b)(1).
Notice text
The Bureau of Overseas Buildings Operations (OBO) has issued a SINGLE SOURCE JUSTIFICATION UNDER THE SIMPLIFIED ACQUISITION THRESHOLD (SAT) PURSUANT TO FAR 13.106-l(b)(l)
The requirement was to provide legal services from Squire Patton Boggs (SPB) for a period of one (1) year for Bratislava New Embassy Compound (NEC) site acquisition at the request of the Bureau of Overseas Buildings Operations (OBO) in Bratislava, Solvakia. Total estimated dollar value for the entire period is $ 85,000. These supplies/services require that legal services be supplied to support the site acquisition for OBO and the Department. This will allow the Office of Acquisitions and Disposals to complete the NEC site acquisition. Squire Patton Boggs is the only firm reasonably available under the circumstances ton continue to provide continuity of legal services. Hiring another firm would cause a loss in continuity of legal services and, (1) seriously impair the USG's ability to obtain timely legal guidance informed by complete knowledge of the transaction documents and negotiation history of the past five (5) plus years, and (2) entail a large duplication of effort in order for another firm to assimilate all of the requisite knowledge of the multiple transactions, thus eliminating any potential cost savings of such other firm, while also improperly and unduly diverting the attention of OBO and involved employees from other critical projects in order to support a duplicative effort.
Awarded contract 19L01025P0376 to unknown vendor for unknown amount on 2025-09-25.
