About this opportunity
The United States Air Force's 354th Contracting Squadron at Eielson AFB, Alaska issued a sole source justification for the procurement of one Hammonds Fluid Powered Additive Injection Cart (FPAIC) from Hammonds Technical Services, Inc. The equipment is required to inject Fuel System Icing Inhibitor (FSII) and other additives into JP-8 fuel during routine aircraft fueling operations, converting commercial Jet-A fuel to military specification JP-8. The sole source award was justified under FAR 13.106-1(b)(1)(i) because Hammonds Technical Services is the only responsible source capable of providing equipment that complies with Technical Order 00-25-172, which explicitly recognizes the Hammonds FPAIC as meeting Air Force design and operational requirements. Contract FA500425P0062 was awarded on September 17, 2025, using simplified acquisition procedures under a firm-fixed-price structure, though the contract value was not disclosed in the public documents. Market research conducted from August 5-11, 2025, including searches of GSA Advantage and SAM.gov, confirmed no alternative vendors could meet the technical specifications required by the Air Force.
Notice text
The United States Air Force, 354th Contracting Squadron, Eielson AFB, AK, awarded a firm-fixed-price purchase order to Hammonds Technical Services, Inc. for the procurement of one (1) Hammonds Fluid Powered Additive Injection Cart. Technical Order 00-25-172 authorizes the use of Hammonds fuel additive injection systems for introducing Fuel System Icing Inhibitor (FSII) and other required additives into JP-8 fuel during routine fueling operations.
The purchase was executed using FAR Part 13, Simplified Acquisition Procedures, under the authority of FAR 13.106-1(b)(1)(i), which permits soliciting from a single source when the contracting officer determines that only one source is reasonably available. Hammonds Technical Services is the only responsible source capable of providing this equipment, as the Hammonds FPAIC is explicitly recognized in the TO as compliant with Air Force design and operational requirements.
This J&A documents the rationale for the sole-source award made under simplified acquisition procedures.
Awarded contract FA500425P0062 to unknown vendor for unknown amount on 2025-09-17.
