About this opportunity
The Defense Information Systems Agency (DISA) is soliciting support for the Correspondence and Task Management System (CATMS), a critical Office of the Secretary of Defense application that manages the lifecycle of official correspondence for the Secretary and Deputy Secretary of Defense while enabling task coordination across OSD components and the Military Departments. The procurement involves providing software development services, user training for approximately 6,100 users, and help desk and technical support services. This is a sole-source acquisition under the GSA Alliant 2 Governmentwide Acquisition Contract, which represents an exception to fair opportunity procedures. The J&A document indicates that the award will be based on the contractor's exclusive data rights and source code for the Task Management Tool system component. The solicitation was posted on October 17, 2025, with proposals due by October 31, 2025.
This procurement carries no set-aside designations and is anticipated to be awarded to Accenture Federal Services, LLC as the sole-source contractor due to their exclusive ownership of the Task Management Tool intellectual property. The contract will operate on a 12-month base period with four optional 12-month renewal periods beginning September 23, 2025, representing a total estimated value under Fiscal Year 2025 Operations & Maintenance funding. Key service delivery metrics include supporting 6,100 end users across the OSD enterprise and transitioning to a cloud-based solution with migration to the Army's Joint Enterprise Task Management System by August 2026. The place of performance is Washington, VA 20301, and the services fall under the Computer Systems Design Services NAICS category (541512) and IT and Telecom Business Application/Application Development Support Services PSC (DA01).
