About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Wright-Patterson Air Force Base has awarded a ceiling increase to the Repair Mechanical Systems IDIQ contract on a sole-source basis under FAR 6.103-1, raising the contract value from $24.9 million to $44.9 million, an increase of $20 million, effective August 31, 2026.
The justification cites 10 U.S.C. 3204(a)(1), only one responsible source, on the basis that the incumbent contractor is fully mobilized with active security clearances and established subcontractor relationships essential for immediate execution within Wright-Patterson's secure facilities. The contractor provides critical mechanical construction support to 120 distinct organizations across the base. Transition to a new source would be technically and economically impractical, with the Government estimating a $1.768 million duplicative cost penalty during the anticipated 9-month interim period (August 2026 through May 2027) pending competitive award of a follow-on IDIQ.
The ceiling increase was necessitated by unexpectedly accelerated Civil Engineering requirements driven by Federal Restore-to-Readiness mandates, facility modernization efforts, increased building occupancy, expanded secure operations, and aging HVAC infrastructure modernization. Place of performance is Wright-Patterson Air Force Base. The J&A was approved August 20, 2026.
