About this opportunity

Naval Sea Systems Command Portsmouth Naval Shipyard intends to extend a sole-source contract to Bamajack, LLC for diesel generator maintenance services on a sole-source basis for six months (May 1, 2026 through October 30, 2026) at an estimated value of $43,393.33.

The justification cites 10 U.S.C. 3204(b)(B)(ii), asserting that specialized maintenance services for Caterpillar Models 3512C and C32 diesel generators are available from only one responsible source and that full and open competition would cause unacceptable delays. The Navy emphasizes that proceeding with a competitive solicitation would introduce a service gap during the transition period, presenting heightened risk to OP-4 requirements dependent on 100% operational generator availability. The extension preserves continuity under the existing contract N39040-25-P-1020, awarded May 1, 2025 at $160,130.94, and incorporates FAR 52.217-8, Option to Extend Services. Extension rates are identical to base contract rates previously determined fair and reasonable through adequate price competition. Place of performance is Portsmouth Naval Shipyard, Kittery, Maine. The Navy commits to full and open competition for a follow-on acquisition prior to October 1, 2026, structured as a firm fixed price contract with time and materials provisions, covering twelve months with two optional years. Funding is provided through Fiscal Year 2026 Operations & Maintenance, Navy appropriations.

Notice text

It was identified by the project and C400 that this contract extension is necessary to support OP-4 requirements by
ensuring diesel generator systems are maintained in a 100% operational status. A sole-source action is the most
effective approach to guarantee continuity of service and eliminate the risks associated with a contractor transition
during this 6-month period. Maintaining the current provider ensures there is no gap in service, which is paramount
for a system requiring constant availability. Proceeding with full and open competition for a short-term extension
would cause unacceptable delays and inefficiencies in fulfilling the Navy’s needs. The time required for solicitation,
evaluation, and award process, followed by a new vendor's mobilization and familiarization, would exceed the
intended period of performance and introduce a period of heightened risk for these units. This disruption would
present an unacceptable risk. Therefore, extending the current contract is the most efficient, risk adverse, and costeffective
course of action too. This has been explained in detail in the attached PL-2399 Justification and Approval document,
approved on 21 April 2026.

Awarded contract N3904025P1020 to unknown vendor for unknown amount on 2025-05-01.
