About this opportunity

Immigration and Customs Enforcement has awarded a sole-source task order modification to Booz Allen Hamilton Inc. under contract GS35F38DA on September 1, 2026, in support of Executive Order 14390, Combating Cybercrime, Fraud, and Predatory Searches Against American Citizens.

The justification identifies BAH as the only contractor capable of deploying fully operational solutions within the required two-week timeframe, possessing proprietary technology and specialized technical personnel with purpose-built systems developed at their own investment and liability. The modification adds five new tasks to an existing Federal Schedule (FSS) order to support the Homeland Security Task Force's cybercrime operations, focusing on data science and machine learning engineering work that will enhance investigative capabilities for combating cyber-enabled fraud and predatory schemes. The effort is designed to support identification, attribution, and disruption of transnational criminal organizations by extracting and analyzing information on criminal networks operating scam cyber call centers, including analysis of financial information, leadership structure, connections to corrupt public officials, targeting lists of U.S. victims, and recruitment pipelines. The requirement encompasses advanced multi-vector analytics, cross-dataset exploration, criminal network identification, actionable lead generation, and threat prioritization based on data-driven assessments. BAH is located at 8283 Greensboro Drive, McLean, VA. The regulatory exception is cited under FAR 8.401(b) and GSAR 538.7104-3(b)(1)(iii) as a logical follow-on to the existing competitive FSS order. The contract is subject to FAR Class Deviation 25-20.
