About this opportunity
Defense Logistics Agency Aviation seeks new manufacture of 197 butterfly valves (NSN 4810-00-866-8132, PN 79318/123335-3) for J85 aircraft engines, with proposals originally due June 12, 2026; however, Solicitation Amendment 0002, issued July 2, 2026, adds two federal contract clauses and remains in effect. No set-aside applies.
Place of performance is Irvine, California, with delivery required on or before April 1, 2027, to DLA Distribution Depot Oklahoma at Tinker AFB, Oklahoma. The valves are fabricated from 300 Series Stainless Steel and prevent ice formation on inlet guide vanes. Offerors must provide firm fixed-price quotations for four quantity ranges (1–75, 76–150, 151–200, and 201–296 units), with a minimum order of 15 and maximum of 296. Contract terms are F.O.B. Origin with firm pricing for 120 days.
Amendment 0002 imposes two critical compliance requirements. DFARS 252.204-7021 mandates that contractors maintain CMMC Level 2 (C3PAO) certification or higher for all information systems processing, storing, or transmitting Federal Contract Information or Controlled Unclassified Information, with submission of CMMC UIDs to the contracting officer and annual affirmation of compliance. FAR 52.222-90 prohibits contractors from engaging in racially discriminatory diversity, equity, and inclusion activities defined as disparate treatment based on race or ethnicity in recruitment, employment, contracting, program participation, or resource allocation; compliance is material to Government payment. Both clauses flow down to subcontractors at all tiers.
Approved-source status, ISO 9001:2000 or AS9100 or NATO AQAP 2070 certification, IUID marking, Buy American Act compliance, and export control certification are required. NAICS 336412, PSC 4810. Contracting Officer: John Nolan, DLA Procurement Operations, Tinker AFB, Oklahoma.
