About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 8 (VA) is conducting a Sources Sought market survey to identify qualified vendors for propane tank repairs at the James A. Haley Veterans Hospital in Tampa, Florida. The project requires comprehensive services including labor, materials, tools, equipment, transportation, supervision, and coordination for repairing and reconfiguring propane tank infrastructure. Vendors must be registered in the System for Award Management (SAM.gov) and fall under NAICS code 221210 with a size standard of 1,150 employees. The market survey responses will help the Contracting Officer determine the appropriate acquisition strategy for the solicitation. Responses to this pre-solicitation notice are due by December 28, 2024, with the understanding that this is an information-gathering exercise and does not constitute a formal solicitation.

The VA has a strong preference for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) or Veteran-Owned Small Businesses (VOSBs) and will set aside the contract for these businesses if at least two qualified firms can provide competitive offers at a fair and reasonable price. If insufficient qualified responses are received, the VA may consider alternative set-asides or full and open competition. The scope of work includes specific technical requirements such as replacing manway covers on two 30,000-gallon tanks, replacing tank valves, constructing a skid-mounted regulator unit, reconfiguring piping systems, and installing emergency shutdown remote systems. Contractors must be located within 50 miles of the work site and employ fully qualified technicians. The performance period is anticipated to be 180 calendar days following the Notice to Proceed, with all work requiring compliance with NFPA 58 regulations.
